According to the “Notice on Deepening the Market-oriented Reform of New Energy Grid-connected Electricity Prices and Promoting the High-quality Development of New Energy” jointly issued by the National Development and Reform Commission and the National Energy Administration, the “531″ new policy marks the node for the full entry of incremental projects into the market, that is, from May 31, 2025, all new distributed photovoltaic projects must be absorbed through electricity spot market transactions, and subsidies will completely withdraw from the stage of history. It is a definite trend that photovoltaic power generation will be fully market-oriented, and all new energy grid-connected electricity will enter the electricity market and fully participate in market transactions. From June 1, in principle, all electricity from newly commissioned new energy projects must enter the electricity market for transactions, and electricity prices will be formed through bidding, and a “new energy sustainable development price settlement mechanism” will be established.
According to policy regulations, existing projects connected to the grid before this can enjoy the bottom-line guarantee of electricity prices, and all subsequent incremental projects will be traded on the market, which has triggered this round of photovoltaic installation rush. According to data from the National Bureau of Statistics, by the end of December 2024, the installed capacity of new energy power generation will be about 1.41 billion kilowatts, accounting for more than 40% of the total installed capacity of electricity in the country, which has exceeded the installed capacity of coal-fired power. Industry analysts believe that based on multiple considerations such as promoting industrial development, improving energy utilization efficiency, and promoting technological progress, the photovoltaic industry continues to optimize resource allocation through reform and market-oriented means. A person from a component factory told Cailianshe reporters that from subsidizing the construction of power stations in 2013, to subsidizing power generation, and then to grid parity, this new policy announced the opening of the “no subsidy era”, which is the only way for the development of the industry. The project rate of return depends entirely on the market electricity price and cost control capabilities. The implementation of the new policy will promote photovoltaic companies to shift to self-generation and self-use or market-oriented trading models and put forward higher requirements for the user-side power demand forecasting capabilities.
Regarding the price adjustment policy, people from many leading companies told Cailianshe reporters that there is indeed a price increase, but the specific increase is determined by the channel. An unnamed component factory manager revealed that at this stage, the main price change is in the distribution channel, and the price has increased by about 2 cents since the beginning of the year. In terms of centralized, since there has been no large-scale bidding for ground centralized projects in the first quarter, the price has not changed significantly. Another company official said that the price increase was stimulated by the periodic supply and demand tension, and the component operating rate and price have rebounded somewhat. However, the price is mainly an adjustment of the distribution channel under the change of supply relations, and it has no direct impact on the company’s operating conditions. If the price increase trend of the distribution channel is determined, the ex-factory price of the component will also be adjusted according to the situation.
