Since mid-2024, some people in the photovoltaic industry and related institutions have begun to call on the competent authorities to introduce relevant policies to “fight internal competition” through a combination of self-discipline and supervision. Against this background, the photovoltaic industry fired the first shot of “fighting internal competition”. On October 14, 2024, the China Photovoltaic Industry Association and 16 photovoltaic leading enterprises held a symposium on “preventing vicious competition”, reached a consensus to strengthen industry self-discipline, and announced the minimum cost price of photovoltaic modules at 0.68 yuan/watt, clearly stating that bidding below cost is suspected of being illegal; on October 16, 12 wind power equipment manufacturers signed the “China Wind Power Industry Self-Discipline Convention to Maintain a Fair Competition Environment in the Market”, and one month later, 40 wind power companies proposed “formulating the identification standards and punishment measures for low-price competition behavior in accordance with laws and regulations”. However, “self-discipline” can only be the first firewall. It is generally believed in the industry that if a company involves life and death or cash flow issues, it is likely to abandon the binding code of conduct. Therefore, the industry needs to take more substantial measures. For this reason, the quota system came into being.
On December 5, 2024, during the 2024 Photovoltaic Industry Annual Conference, several upstream and downstream companies in the photovoltaic industry chain discussed the content of production control on the basis of jointly signing a self-discipline convention. An anonymous participant told the Securities Daily reporter that manufacturers that occupy at least 80% of the production capacity in the industry will implement a quota system from 2025 based on the shipments of each company in 2024 and the capacity resolution. The core goal is to achieve a balance of supply and demand in the main links of the industry chain such as silicon materials, silicon wafers, battery cells and modules in 2025 by stabilizing prices. “The photovoltaic manufacturing industry is an industry with many participants, full competition and high marketization.” A photovoltaic company executive told the Securities Daily that at present, it seems that self-help based on market laws, especially the adjustment of the strategies of leading companies, is the main way to alleviate the current difficulties of the photovoltaic manufacturing industry.
Industry insiders believe that the core problem of the current industry’s “involution” dilemma lies in the stock game and insufficient innovation. Therefore, companies should change their competitive strategies from competing for stock to creating increments. Get out of “involution” through policy guidance, technological innovation and “going overseas” multiple paths. In fact, “involution” has attracted great attention from relevant departments. On November 20, 2024, the Ministry of Industry and Information Technology issued the “Standardized Conditions for Photovoltaic Manufacturing Industry (2024 Edition)”, requiring the average efficiency indicators of newly built monocrystalline silicon photovoltaic cells and module projects to be increased from 23% and 20% to P-type cells and modules. Efficiency is not less than 23.7% and 21.8%, respectively, and N-type cells and modules are not less than 26% and 23.1%… It aims to encourage intensive and clustered development through market guidance and policy establishment, so that cost reduction, efficiency improvement and technological innovation become the pass for enterprise survival.
Looking at the world, whether it is to cope with competition in the international market or to solve homogeneous competition in the domestic market, technological innovation has always been the key path and inevitable choice to promote the high-quality development of the industry. On January 27 this year, the National Development and Reform Commission and the National Energy Administration jointly issued the “Notice on Deepening the Market-oriented Reform of New Energy Grid-connected Electricity Prices to Promote the High-quality Development of New Energy”, requiring all new energy electricity to enter the market and introduce a mechanism electricity price. This means that if photovoltaic projects want to obtain stable returns, they must focus on improving their competitiveness in the market, forcing upstream manufacturing companies to carry out technological innovation and launch high-efficiency products.
