The National Energy Administration recently announced that the National Energy Administration will cooperate with the Ministry of Ecology and Environment and other departments to link green power trading, green certificate trading and carbon emissions trading, and study the inclusion of household photovoltaic in the carbon emissions trading market.
Household photovoltaic has the advantages of local development and construction, local consumption and utilization, and is the key direction of photovoltaic power generation development. It can not only effectively use building roofs, solve land constraints faced by photovoltaic power generation development, help carbon peak and carbon neutral targets, but also fully mobilize personal enthusiasm to help rural revitalization. In recent years, a series of policies and measures have been introduced to support the development of household photovoltaic: first, establish differentiated price subsidy policies. Household PV enjoys the full power subsidy policy. Before 2018, the subsidy standard for household PV kilowatt hour is 0.42 yuan/kilowatt hour, and is not limited to the construction scale; Since 2019, household PV has adopted a separate management mode. Each year, according to the total amount of annual new subsidies determined by the state, the subsidy amount is cut separately, the fixed subsidy standard is provided, and the scale of subsidy construction is determined. There is no need to participate in competitive configuration, and the subsidy standard is always higher than that of other types of photovoltaic power generation projects. In 2021, PV power generation projects other than household PV will no longer enjoy the central financial subsidy, while household PV will still enjoy the subsidy standard of 0.03 yuan/kWh. Second, in September 2021, the Notice on Publishing the Pilot List of Roof Distributed PV Development in the Whole County was issued, which brought a total of 676 counties into the pilot area, fully mobilizing the enthusiasm of all parties. Third, in October 2021, the Energy Administration, together with nine departments including the National Development and Reform Commission, jointly issued the “Fourteenth Five Year” Renewable Energy Development Plan, which clearly proposes to comprehensively promote the development of distributed photovoltaic and implement the “light bathing action for thousands of households”. Fourth, in May this year, the General Office of the State Council forwarded the Implementation Plan on Promoting the High Quality Development of New Energy in the New Era issued by the National Development and Reform Commission and the National Energy Administration, clearly proposing to encourage local governments to increase efforts to support farmers to use their own building roofs to build household photovoltaic, improve the integrated application technology system of photovoltaic buildings, and expand the consumer group of photovoltaic power production. According to statistics, as of the end of June this year, the newly installed capacity of distributed photovoltaic power generation was 19.65 million kilowatts, accounting for about two-thirds of the newly installed capacity of photovoltaic power generation this year; The cumulative installed capacity is about 130 million kilowatts, accounting for more than one third of the total installed capacity of photovoltaic power generation.
The household photovoltaic power is included in the green power and green certificate trading market. In 2017, the National Energy Administration, together with the National Development and Reform Commission and the Ministry of Finance, jointly issued the Notice on the Trial Implementation of the Renewable Energy Green Power Certificate Issuance and Voluntary Subscription Trading System, which initiated the issuance and voluntary subscription of renewable energy green power certificates (hereinafter referred to as green certificates) nationwide, and guided the whole society to achieve green power consumption by subscribing to green certificates. In August 2021, the National Energy Administration and the National Development and Reform Commission jointly issued the Reply on the Pilot Work Plan for Green Power Trading, which approved the grid enterprises to organize green power trading, encouraged willing new energy enterprises and users to participate voluntarily, and formed green power trading prices through independent negotiation between the two parties, so as to better reflect the green environmental attribute value of new energy power generation. Since the issuance of the document, the Energy Administration has promoted the establishment of a set of standardized and effective green certificate issuance and trading systems, initially promoting the whole society to form a better consensus on active consumption of green electricity. In addition, the Implementation Plan again clearly proposes to carry out green power trading pilot, improve green power certificate system, promote green power certificate trading, and support new energy projects to carry out direct trading with users. In the next step, the Energy Administration will work with relevant parties to improve the green power trading and green certificate system, actively study the incorporation of household photovoltaic into the green power and green certificate trading markets, and further support the development of household photovoltaic.
